Family Self-Sufficiency

The Housing Authority of New Haven works directly with families who receive housing assistance to help them achieve economic independence. HANH's goal is to see public housing and housing utilized as the transitional or temporary resource it was originally intended to be by breaking the cycle of poverty that still exists among many of our public housing residents.

Through the Family Self-Sufficiency Program (FSS), participating households are connected with the services they require to become economically independent, such as childcare, education and job training/development.  The goal of this program is to provide the resources low-income families need to achieve homeownership. Each family who chooses to participate is required to sign a Contract of Participation, which includes a five year Individual Training Services Plan, written by HANH in coordination with each member of the household who will take part in the FSS program.

Both public housing and Section 8 families may join FSS. In the first (preparation) stage of this program, which should last no more than two years, participants work with their caseworker to plan strategies for achieving self-sufficiency.  They also begin to build savings. As their earnings increase, incremental increases in their rent are deposited in an escrow account reserved for purposes consistent with the family's goals.  In the second (transitional) stage, families are given more time to build on previous self-sufficiency efforts and accumulate savings.

Once participants reach the transitional stage of their FSS program, they may enter either the FSS Homeownership Training Track (for public housing families) or the Section 8 Homeownership Program.  Both provide homeownership counseling and training resources, and allow participants to use their housing assistance funds to support mortgage payments. Participants can receive SEHOP grants to help buy and develop homes, or RSHP project-based Section 8 housing.

If all available slots are filled, eligible applicants will be put on a waiting list for the program.
